In short: Spain's Ministry of Inclusion extended CEAR's authorisation on 13 April 2026 to continue running services within the official international protection reception system, for an additional period of 4 years.
CEAR (Comisión Española de Ayuda al Refugiado) is one of the main organisations authorised by the Ministry of Inclusion, Social Security and Migration to manage reception services for asylum seekers and beneficiaries of international protection in Spain. It operates under a concerted action model (public-private partnership regulated by Orden ISM/680/2022) and covers the following phases:
- Initial Assessment and Referral — first evaluation of the case, assignment to system places.
- Reception — accommodation, meals and access to basic services while the application is processed.
- Autonomy — support towards independence once protection is granted.
- Vulnerable persons — specialised services for those with greater needs.
The extension covers 4 years from the day after the previous authorisation ended (original authorisation started October 2022).
