The resolution, published in the BOE on 12 June 2026, extends the authorisation originally granted in October 2022 under Royal Decree 220/2022 of 29 March, which governs Spain's international protection reception system.
CEAR is authorised to provide: full reception (acogida integral), reception for vulnerable persons, transfer services, and socio-sanitary care in CETI (Temporary Immigrant Accommodation Centres). Services are delivered via acción concertada — a public-law agreement outside ordinary public procurement.
What this means for asylum seekers: CEAR remains one of the authorised bodies within the Ministry of Inclusion's reception system. Individuals do not apply directly to CEAR; they are referred by the Ministry / OAR (Asylum and Refugee Office) based on their situation and vulnerability profile.
