In short: since March 2026 you can file your residence or work paperwork through a registered union or NGO ("Immigration Collaborator"), electronically and often for free — without paying a private gestor.
Order ISM/164/2026, of 2 March creates the Electronic Registry of Immigration Collaborators: a registry authorising certain organisations to file immigration procedures electronically on behalf of foreign nationals.
Who it affects: directly, the organisations (most-representative unions and NGOs constituted 3+ years ago with 2+ years assisting migrants). Indirectly —and positively— foreign nationals, who get no new obligation: they can simply use a registered organisation to submit their applications.
What you can do: approach a registered collaborating entity to electronically file residence or work authorisations, as an alternative to applying in person or paying a gestor.
