In short: VAIS is Navarra's social-integration rental housing programme for people facing social exclusion. You don't apply directly: you reach it through social services / a mediating entity that assesses your situation and provides support. It applies only in Navarra.
It is run by the Directorate-General for Social Protection (Primary Care and Social Inclusion Service) together with the public company NASUVINSA, which supplies the housing (NASUVINSA social rentals, private developers, or the Rental Pool).
How access works:
- It targets families severely affected by residential exclusion.
- A mediating entity files a social-exclusion assessment (co-diagnóstico) and provides social support to the family that gets the rental.
- So the first step is not a form — it's going to your local social services or contacting NASUVINSA.
Conditions (per the Navarra Government's informational material; not stated verbatim in Orden Foral 236E/2026 — confirm current figures):
- Be in a situation or risk of social exclusion and not own a home.
- Prove effective residence in Navarra for the last 3 years.
- Income below one IPREM.
- Take part in a social-inclusion programme, with commitments to the mediating entity.
- Indicative rent between €400 and €600/month by size, with a 90% subsidy in the first year.
- Deposit of one month's real rent plus the cost of activating basic utilities.
- Social support is set for a maximum of 3 years until autonomy is achieved.
